13.62

論云「不應由彼去來之性說言是有」者，其過未法體，小乘既今現有，不應說言去來；去來之性當曾有故，不應以去來之性說今現有也。

Regarding the treatise's statement: 'One should not, by virtue of that nature of past and future, state that they are existent': since the entities of past and future phenomena are regarded by the Hīnayāna as presently existent now, they should not be spoken of as past and future; because the nature of past and future means having previously existed or being about to exist, one should not, by virtue of the nature of past and future, state that they exist presently now.
