The treatise says: 'Furthermore, the heavenly beings' desires are either present or not present, and their requisites, as well as those of the northern continent and so forth, are mostly produced through the impelling force [of karma].' These are all retribution-obtained, so they are said to be born of karma; why then does it say that they arise from present desires? The explanation is: within this rebirth, they collectively receive a single retribution in which whatever is desired is immediately obtained. If speaking of its result, what does not arise from karma? This is spoken based on what predominantly appears as a manifest characteristic; hence it is said to arise from desire.
