14.74

論云「云何建立四無色蘊為善、無記、性相」等者，謂一切皆通三性，無有差別。有通不通者，頌中有九門，如文可知。

The treatise says: "How are the four formless aggregates established in terms of their nature and characteristics as wholesome or unrecorded?" and so forth. This means that all of them pervade the three natures without distinction. Regarding those that pervade and those that do not, the verse contains nine categories, which can be known from the text.
