14.83

論云「安足處所煩惱」者，謂年十五以去根熟者，性多上品。　「非處加行煩惱」者，謂非可起煩惱處，是不可起加行處而起煩惱也，即於三寶所所起諸煩惱，性多上品。

The treatise says: "afflictions with a secure footing." This refers to those fifteen years of age and older whose faculties have matured; their nature is mostly of the highest grade. "Afflictions of improper application" refers to places where afflictions should not arise—generating afflictions where application should not be made, namely the afflictions generated toward the Three Jewels; their nature is mostly of the highest grade.
