「一、種子隨逐故；二、由彼增上事故」者，此釋隨眠義。由彼隨眠，世事中行，令有漏法皆有麁重，無堪任性，障修行者及諸聖法，故言由彼增上事故。或由惑種發業潤生，招多生果，故名由彼種子增上事故。

Regarding 'first, because seeds closely pursue [the practitioner]; second, due to its predominant functioning': this explains the meaning of latent defilement (anuśaya). Because that latent defilement operates within worldly matters, causing all contaminated phenomena to have dauṣṭhulya and unfitness, and obstructing practitioners and all noble dharmas, it is said: 'due to its predominant functioning'. Or, because the seeds of defilement initiate karma and moisten rebirth, bringing about the fruits of many births, it is called: 'due to the predominant functioning of those seeds'.
