False speech also has three parts, which should be understood as before. There are ten distinct phrases. "If that emissary, meaning an arbitrator": because of being sent by the king, or being an official belonging to the judiciary, or knowing impartiality, judging when deliberated matters violate reason, established to adjudicate matters, they are called an arbitrator. "If already known, meaning language that conforms to what was experienced through the previous three": this means engaging in false speech conforming to language experienced through the three—seen, heard, and cognized. What is "seen" is explained separately below, so it necessarily refers to these three. This is collectively named "known," not the "known" among the four [modes of perception], because that "known" is narrow, whereas this "known" is broad. Regarding the culmination of the path of action of false speech, the Abhidharmasamuccaya states: the assembled audience and the interlocutor comprehend the meaning.
