In harsh speech: "foremost" means that of all Dharma preached, preaching that leads towards nirvāṇa is the supreme. Because of such speech, it is taken as foremost and one will proceed towards nirvāṇa. Because it is continuous, it is called "inexhaustible." Because it is vast, it is called "boundless." "Regarding this last one, there are again three kinds," etc.: this refers to the last among the previous three, speech preaching the Dharma; within the previous twelve phrases, it subsumes eight phrases such as "foremost" and "beautiful," which are the eight vocal endowments of the Buddha's preaching spoken of in the sutras. Through speech of upholding precepts, one causes others to rejoice, possessing the eight vocal endowments. Within these eight, they are further divided into three. These distinct phrases total nineteen phrases: the first twelve phrases are grouped into three categories, the next four speak of language regarding the three times of conditioned activities, and the final three re-subsume the preceding speech. Since the analysis of all phrases already includes indirect conclusions, there is no summarized meaning.
