「或見梵王隨意成立」者，一分常見。梵王立言：我常、子無常。有事彼者隨彼意立：此無常、彼常。是初一分常見。

Regarding "Or seeing Brahmā establish it as he wishes": this is the view of partial eternalism. Brahmā posits: "I am eternal, my children are impermanent." Those who serve him follow his intention and posit: "These are impermanent, that is eternal." This is the first view of partial eternalism.
