論解外地界中云「非親附、非執受」者，若內地界，親附所依，近在本識，能有執受；今外地界，非。

In explaining the external earth element, the treatise says "neither closely attached nor appropriated": the internal earth element is closely attached to the basis, proximate to the mūlavijñāna, and capable of being appropriated (upātta); the external earth element at present is not.
