The śāstra states: "If one says they are distinct, then it would not be that the arising of formations produces [formations]; that the arising of formations produces [formations] is unreasonable." That which is not the arising of formations producing [formations] is secondary arising; that which is the arising of formations producing [formations] is primary arising. If you say that primary arising and secondary arising are distinct, then secondary arising should also be like primary arising and be able to produce form. Primary arising produces material phenomena and can also produce secondary arising; if secondary arising produces primary arising, it should also produce material phenomena; therefore, secondary arising, not being the arising of formations that produces [formations], if able to produce material phenomena, should be primary arising, the arising of formations that produces [formations]. Therefore, that the two arisings are distinct is unreasonable.
