Regarding the four permutations of the eye element: as in the two competing explanations in the second fascicle of the *Abhidharmasamuccaya-bhāṣya*, both seeds and actualized [states] are called elements; thus we reconcile and explain this text. Master Jayasena took this as textual proof that seeds and actualized states do not arise simultaneously; now, taking the actualized eye as the element, it is superior and hence without fault. Second, in the external dust one should form four permutations such as obtaining the eye but not obtaining form: when the eye does not transform into form, it is obtaining the eye but not obtaining form; one without eyes has only the form of the nimittabhāga of the eighth [consciousness], hence obtaining form but not obtaining the eye; both are matured; neither is matured, and so on.
