The Commentary states: The sovereign mind (cittarāja) of the preceding moment, with respect to the subsequent mind and mental factors, is capable of clearing a path for them and guiding them to arise; therefore it serves as this basis. This belongs solely to the mind, not to mental factors, form, or non-associated formations, for they are all devoid of such efficacy; nor is it unconditioned dharmas, because they lack prior and posterior. Therefore it says again 'equal'. This is the first part, explaining the essence and meaning of the basis.
