The Commentary states: Because sūtras further state it, namely the Sūtra on Arising and Ceasing. As cited in the third fascicle under the eighth [consciousness's] omnipresent factors, combining the Prakaraṇāryavācā, quoting the sūtra which says: "always in harmony together," etc.; and fascicle 55 also says: the four immaterial aggregates are always in harmony together, etc.; thus the various sūtras and treatises do not contradict each other. Being inseparable and conjoined is called "in harmony" (sāmagrī); therefore we know attention is also omnipresent, and is also [omnipresent like] the preceding four.
