The Commentary states: The third master. "Desired" means a sphere one wishes to observe; not only seeking union or separation, but merely wishing by attention, whichever consciousness wishes to observe and so forth, desire arises in all of them. This is only in the first six consciousnesses, or only the sixth; the seventh and eighth in the causal state lack the intentional wish to observe, because they arise spontaneously (svarasataḥ). The entirety of the seventh and eighth consciousnesses, as well as a portion of the sixth consciousness such as the karmically retributive mind (vipāka-citta), which merely cognize spontaneously through the force of causes and spheres, have completely no desire arising; in all the rest, desire arises.
