三惡趣極苦處不造往惡趣業，無分別惑故，可造人、天業耶？答：不障。但言無分別煩惱，不說無人、天業故。若自不起不共無明，如何造人、天業。故亦不造。此論總報，別報可造，善、惡俱得。

In places of extreme suffering in the three bad destinies, one does not create karma that leads to bad destinies because there are no conceptually discriminated afflictions. Can one create karma [leading to] human and heavenly [destinies]? Answer: It is not obstructed. It only says there are no conceptually discriminated defilements, not that there is no human or heavenly karma. [Objection:] If one does not oneself give rise to unshared ignorance, how could one create human or heavenly karma? Therefore, one does not create it either. This treatise discusses total retribution; particular retribution can be created, both wholesome and unwholesome being possible.
