According to that treatise: 'Innate satkāyadṛṣṭi is exclusively of avyākṛta nature, because it frequently manifests, and because it does not extremely harm oneself or others.' The Abhidharmasamuccaya-bhāṣya states: 'The remaining avyākṛta dharmas are those that remain after those that initiate karma.' Since innate view of selfhood is avyākṛta in nature, it is clear that it is subsumed under the remainder and cannot initiate karma. As this is true of the view of selfhood, it is also true of extreme views, because they necessarily accompany it; therefore it does not discuss them.
