Regarding 'neither one nor different' in the treatise, there are three parts: first, briefly clarifying it with regard to the dharma. The Commentary states: 'Tathatā' is the preceding non-arising and non-ceasing. Because it is not a partial movement, it says 'in its entirety'. Since it moves in its entirety to become the dharmas of arising and ceasing, what difference could there be? Although it becomes arising and ceasing, its nature does not change; it has been so from the origin, not just beginning now, hence it says 'and yet constant'. Arising and ceasing is change, which differs in meaning from unchanging, hence it says 'neither one'.
