次就人論。毘曇法中，或是外道凡夫修起，或是那含羅漢修起。《成實》釋言「佛弟子起，不通外道。佛弟子中內凡修起，以初有漏、後無漏故。」大乘法中，十信已去皆能修起（此三門竟）。

Next, discussing in terms of persons. In the Abhidharma, it is practiced either by non-Buddhists and ordinary beings, or by anāgāmins and arhats. The Tattvasiddhi explains: 'It is generated by disciples of the Buddha, not applying to non-Buddhists; among disciples of the Buddha, it is practiced by internal ordinary beings, because it is initially sāsrava and ultimately anāsrava.' In the Mahāyāna, all from the ten stages of faith onward are capable of practicing it. (This concludes three sections.)
