四、通局無礙門，謂諸事法與理非一即非異故，令此事法不離一處，即全遍十方一切塵內。由非異即非一故，全遍十方而不動一位，即遠、即近、即遍、即住，無障、無礙。

Fourth is the gate of non-obstruction between the universal and the localized, which means that because phenomenal entities and principle are neither one nor different, this phenomenal entity does not depart from one location, yet fully pervades within all specks of dust in the ten directions. Because 'not different' is identical to 'not one', it fully pervades the ten directions without moving from its single location; being identical to far, identical to near, identical to pervading, and identical to abiding, it is unimpeded and unobstructed.
