謂諸事法與理非一，故存本一事而能廣容（標宗）。如一微塵其相不大，而能容攝無邊法界。由剎等諸法既不離法界，是故俱在一塵中現。

This means that phenomenal dharmas are not identical with principle, and therefore, while preserving the original single phenomenon, it can vastly contain [all] (stating the thesis). For example, although the characteristic of a single fine speck of dust is not large, it can contain and subsume the boundless dharmadhātu. Since all dharmas such as kṣetras are not separate from the dharmadhātu, they are therefore all manifested within a single speck of dust.
