"There are sentient beings constantly in the snowy mountains, where cold winds blow and their skin and flesh crack and split; seeking death they cannot die, seeking life they cannot live, enduring myriad kinds of bitter torment that are unbearable. What sin has caused this?" The Buddha said: "In former lives, they acted as highway robbers, stripping people of their clothes to sustain themselves, stripping others naked in the dead of winter to freeze to death, and flaying cattle and sheep, causing unbearable agony. Due to these causes and conditions, they receive this retribution of sin."
