10.33

次、神通法不同者：神通因禪而得，得禪不定。外外道秖因根本發通，或初、二、三、四，所因既殊，力用亦別；內邪亦因根本，又因淨禪，所因淺深，通用優劣。《大論》云：「所因處，用通廣；所不因處，用通劣。」但禪是事，通是用，俱屬福德莊嚴，非所諍處。雖無理諍，校捔所因，通用悉異。

Next, the differences in the dharma of supernormal powers: supernormal powers are attained by virtue of meditation, and the meditations attained are not fixed. Outer tīrthikas merely manifest powers based on fundamental [dhyāna], either the first, second, third, or fourth; their bases being different, their power and function are also distinct. Internal wrong views are also based on the fundamental, as well as on pure dhyāna; their bases being shallow or deep, the functions of their powers are superior or inferior. The Mahāprajñāpāramitopadeśa says: 'Where there is a base, the function of the power is broad; where there is no base, the function of the power is inferior.' But meditation is the phenomenal practice, and supernormal power is the function; both belong to the adornment of merit and are not subjects of dispute. Although there is no dispute over principle, when comparing their bases, the powers and functions are entirely different.
