「若有比丘能斷如是非想，獲得無想解脫門」者，一切三界之定，皆名為想。今斷此想，獲得無想三昧，即能於非想定破無明，發無漏，得阿羅漢果，證涅槃也。「法行比丘若有受想」已下，即是重釋出上意，義可見也。

Regarding "If there is a monk who can sever such notions of neither-notion, he obtains the liberation gate of non-notion": all absorptions of the triple realm are named "notions". Now, severing this notion and obtaining the samādhi of non-notion, one is then able, within the absorption of neither-notion, to shatter ignorance, generate undefiledness, attain the fruit of an arhat, and realize nirvāṇa. The text from "If a monk of Dharma practice has notions of sensation..." onward is a re-explanation that brings out the above meaning; its significance can be seen.
