帝主領天下頒降聖旨。諭一切僧人不揀甚麼差發休當。遵依釋迦牟尼佛道子行持。
The emperor, presiding over the realm, issued an imperial decree declaring to all monks that they were excused from any corvée duties whatsoever, and should strictly conform their conduct to being disciples of Śākyamuni Buddha.
