1.87

帝告群臣云。朕以本覺無二真心。治天下國家　帝聞五教義曰。頓教即心是佛。諸佛境界。凡夫不修。如何得到　帝命兩土名德。對辨經教一一無差。帝曰。積年疑滯今日決開　帝頒聖旨諭一切僧人。不揀甚麼差役休當。遵依釋迦佛道子行持。

The Emperor told his gathered ministers: "I govern the realm and state with the non-dual true mind of original enlightenment." When the Emperor heard the doctrine of the Five Teachings, he said: "The Sudden Teaching is that mind itself is Buddha. This is the realm of all Buddhas; if ordinary mortals do not cultivate, how can they attain it?" The Emperor commanded eminent and virtuous monks of both lands to debate the sūtras and teachings; every one proved without discrepancy. The Emperor said: "My years of accumulated doubts and blockages are resolved this day." The Emperor issued an imperial decree admonishing all monks: "Regardless of what corvée labor it is, do not undertake it; abide by and practice the disciplehood of Śākyamuni Buddha."
