一各府州縣未有度牒僧道。許本管僧道衙門具名申解。僧綱司道紀司。轉申僧錄司道錄司考試。能通經典者。具申禮部奏聞出給。

First: Monks and Daoists in all prefectures, departments, and districts who do not possess ordination certificates are permitted to have their names submitted and forwarded by their governing Buddhist or Daoist offices to the Prefectural Buddhist Registry or Prefectural Daoist Registry, which will forward them to the Central Buddhist Registry or Central Daoist Registry for examination. Those who are proficient in the scriptures shall be memorialized to the Ministry of Rites to report to the throne and issue [certificates].
