一今後所在僧綱僧正僧會去處。其諸散寺應供民間者。聽從僧民兩便。願請者願往任從之。僧綱僧正僧會。毋得恃以上司。出帖非為拘鈐。假此為名。巧取散寺民施。從有緣僧。有道高行深者。或經旨精通者。檀越有所慕。從其齋禮。毋以法拘。

From now on, in all localities under the Prefectural, Departmental, and District Buddhist Registries, regarding the monks of scattered monasteries who attend offerings among the common people, it shall be left to the mutual convenience of monks and laity. If they wish to invite them and the monks wish to go, they are free to do so. The Prefectural, Departmental, and District Registries must not rely on their higher authority to issue notices as improper restraints, using this as a pretext to extort lay offerings destined for scattered monasteries. If there are monks with karmic affinities who have high virtue and deep practice, or who are thoroughly versed in the principles of the scriptures, and donors admire them and follow their feast rituals, they must not be restrained by regulations.
