一瑜伽之教。顯密之法。非清淨持守。字無訛謬。呼召之際幽冥鬼趣。咸使聞知即時而至。非垢穢之軀。世俗所持者。曩者民間世俗。多有倣僧瑜伽者。呼為善友。為佛法不清。顯密不靈。為污濁之所污。有若是。今後止許僧為之。敢有似前如此者。罪以遊食。

Regarding the teaching of Yoga and the methods of the exoteric and esoteric: Unless one maintains purity and follows the precepts, and the syllables are free from error, so that when the summoning takes place the ghosts and spirits of the netherworld all hear and arrive immediately, they are not to be maintained by defiled bodies or worldly laymen. In the past, among the common people, there were many who imitated Yoga monks, calling themselves 'good friends' (shanyou). Because of this, the Buddha's Dharma became impure, the exoteric and esoteric lost their efficacy, and became polluted by defilement. From now on, only monks are permitted to perform them. Dare anyone act as before, their crime shall be punished as vagrancy.
