制又問。諸律師親自講律。諸大法師盡講大涅槃經。云何有時解素。素是何義。若不解是素。解則非素。素若使得不素。戒既是淨。亦可得使淨為不淨不。諸講律師親違此教。外書所云。自踰短垣竊簡書法。正是此義宣武寺法寵奉答。閉穢門稱為素開穢門稱不素。

The Imperial decree asked again: "The Vinaya masters personally lecture on the Vinaya, and all the great Dharma masters lecture on the Mahāparinirvāṇa-sūtra. Why is it that at times they 'break the fast'? What is the meaning of vegetarian fasting? If not breaking it is fasting, then breaking it is not fasting. If fasting can be made non-fasting, and precepts are pure, could purity also be made impure? The various lecturing masters personally transgress this teaching. What the secular texts call 'vaulting over the low wall to steal the codified laws' is precisely this meaning." Fachong of Xuanwu Temple respectfully replied: "Closing the gate of defilement is called fasting; opening the gate of defilement is called non-fasting."
