monks say that in the vinaya there is no rule for abstaining from meat, nor any method of repenting for eating meat. How have you Vinaya masters guided them in the past that has led people to harbor such doubts?' Fachao respectfully replied: 'The vinaya teachings are one, but how people grasp the meaning beneath the text differs. What Fachao understands is that although the vinaya permits the consumption of three kinds of pure meat, the underlying intent was truly to cut it off forever. How is this known? It first made clear the prohibition against ten kinds of impure meat, next permitted the consumption of three kinds of pure meat, but did not permit the consumption of nine kinds of pure meat. Gradual proscriptions such as these mean that the intent was to cut it off forever. In Fachao's regular lectures, he has always spoken like this.'
