牟子云。清淨法行經云。震旦國人難化。先以三聖而往教焉（文出破邪論。在藏經既字函上卷）。

Master Mou says: "The Sūtra on the Pure Practice of the Dharma says: 'The people of the country of Cīnasthāna are difficult to transform; send three sages first to go and teach them.'" (This passage appears in the Treatise on Refuting Heresy, in the first fascicle of the ji box in the Tripiṭaka.)
