Tenth, there are also sentient beings who are constantly in the snowy mountains, blown upon by cold winds so that their skin and flesh split open, seeking death but unable to die. What transgression caused this? The Buddha said: In their past lives, they acted as highway robbers, stripping people of their clothes and causing them to freeze to death during the winter months, or flayed cattle and sheep alive with unbearable agony. Therefore, they incurred this retribution.
