Fifth, regarding the arising of sinful conduct among the devas: in these six deva realms of the desire realm, there are killing, stealing, and so forth; although they have the ten unwholesome paths of action among them, they lack the unwholesome discipline of the seven branches of body and speech. Thus the Za xin lun says: The six deva realms of the desire realm have the ten paths of action, being free of unwholesome discipline. Although they do not harm other devas, they harm other destinies, such as harming the asuras; they also have hands and feet severed which grow back again, but if their heads are cut off, they die. Mutually plundering one another, they have all ten paths of action. There are also devas of meager merit who lack material requisites and steal from one another, so they have the karma of stealing. Or there are devas who disparage what they themselves have received and lust after other beautiful devas, so they have sexual misconduct. The remaining seven karmas are clear from the text and can be known.
