"Obstacle of mouth like a mute sheep" (Mute [啞] is yǎ [yú + yǎ fanqie]. Being unable to proclaim and expound the wondrous meaning of the Mahāyāna is called the "obstacle of the mute sheep." The third fascicle of the Da zhidu lun says: "Regarding the 'mute sheep saṅgha,' it refers to those who, although not breaking the precepts, are of dull faculties and devoid of wisdom, unable to distinguish good from bad, not knowing what is light or heavy, and unaware of guilt. If there is a saṅgha matter and two persons dispute with one another, they cannot adjudicate it and remain silent without speaking, just like a white sheep that cannot even make a sound when people slaughter it; this is called the mute sheep saṅgha").
