形躁（遭到反謚法曰好變動民曰躁說文從足喿聲喿音搔到反集作[彰-章+喿]俗字）。

Agitated disposition 形躁 (fanqie: 遭到 [zào]). The Posthumous Titles Law says: 'Delighting in change and agitating the populace is called zao (躁).' The Shuowen jiezi says it takes 足 ('foot') as semantic and 喿 as phonetic. 喿 has the fanqie 搔到. The edition under collation writes [彰-章+喿], which is a vulgar character.
