The *Xiaosheng* says: “擾 means to perturb, to trouble someone.” *Shuowen jiezi* says: “To trouble; composed of 手 [‘hand’] with 憂 as phonetic, pronounced *fanqie* 奴 + 刀.” The character is composed of 頁 and 已, signifying the restraining of hands and feet; taking it from 憂 is an error).
