擺撥 (The upper character is pronounced with the fanqie 百買 [bǎi], which is a popular character; the standard form takes 卑 with 手 as radical, written as 捭. The Kaosheng says: "To wave the hands." The lower character is pronounced with the fanqie 般末 [bō]. He's commentary to the Gongyang says: "撥 means to bring order to chaos." The Guangya says: "To eliminate." The Shuowen says it takes 手 as radical and 發 as phonetic; it is a phono-semantic character.)
