"Great King! In future ages, all kings, crown princes, royal princes, and the fourfold assembly of disciples will outrageously issue registers and restrictive precepts for the Buddha's disciples, just like the laws for white-robed laity and the laws for soldiers and slaves. If my disciples, the monks and nuns, are entered on registers to be used by officials, they are not my disciples at all; this is the law for soldiers and slaves. They will establish official controllers to oversee the Saṅgha and administer the monastic registers; monastic controllers, great and small, will mutually constrain and bind each other, just like the laws for prison inmates and the laws for soldiers and slaves. At that time, the Buddha-Dharma will not last long.
