示現受生而起無作 肇曰。作謂造作生死也。為彼受生者非作生而生也。是以大士受生常起無作。
"Manifesting rebirth while arousing [the realization of] non-action." Zhao says: 'Action' means creating saṃsāra. Taking birth for their sake is not being born out of created birth. Therefore, when a mahāsattva takes birth, he constantly arouses non-action.
