護持正法起方便力。以度眾生起四攝法　此四遍約萬行明法施。肇曰。非方便無以護正法。非四攝無以濟群生。

"Protecting and upholding the true Dharma arouses the power of upāya. Delivering sentient beings arouses the four means of embracing." These four universally elucidate the Dharma-gift in terms of the myriad practices. Zhao says: Without upāya, there is no way to protect the true Dharma; without the four means of embracing, there is no way to rescue all living beings.
