大慈悲故不住無為。滿本願故不盡有為　肇曰。慈悲入生死。豈住無為之所能滿願由積德。豈捨有為之所能。

"Because of great benevolence and compassion, they do not abide in the unconditioned; because of fulfilling their fundamental vows, they do not exhaust the conditioned." Zhao says: "With benevolence and compassion they enter birth-and-death; how could this be achieved by abiding in the unconditioned? Fulfilling vows stems from accumulating virtue; how could this be achieved by abandoning the conditioned?"
