能令眾生坐於道場而轉法輪。諸天龍神乾闥婆等所共歎譽　此下四明理深行妙得勝果也。文三。初明證道法身果。既成道樹必轉法輪所以天龍預懷所歎。

"'Able to cause sentient beings to sit at the bodhimaṇḍa and turn the wheel of the Dharma, praised in unison by devas, nāgas, spirits, gandharvas, and others.'" / Below, the fourth clarifies that with profound principle and wondrous practice, one attains the superior fruit, in three parts. First is clarifying the fruit of the dharmakāya that realizes the Way: having accomplished [buddhahood under] the bodhi tree, one will surely turn the wheel of the Dharma; thus the devas and nāgas praise it beforehand.
