The thirteenth precept: on rugs made with white wool. / The intention of the prohibition is the same as before. The Sarvāstivāda Vinaya states: this being not purely white is good; if it is made by combining the three [types of] wool, there is no offense. Among the three types of wool, if one increases the black wool by one ounce, one incurs a fall (prāyaścittika), because it is costly. If one increases the white wool by one ounce, one incurs a duṣkṛta, because it is cheap. If one increases the variegated wool, there is no offense; only if one decreases it by one ounce does one incur an offense. / There are five specific conditions: 1. Making it by combining the three types of wool; 2. [Intending to] make a rug [used with] the three robes; 3. Doing so for oneself; 4. Increasing the fine or decreasing the coarse down to one ounce; 5. An offense is incurred as soon as it is finished. Below, the precept text itself is clarified. This precept arose because the group of six made purely white rugs, eliciting criticism from laypeople. The Buddha instituted combining [the wools], and hence established this precept.
