The fourteenth precept on spreading Saṅgha bedding in the open. Purpose of enactment: The Sarvāstivāda-vinaya-vibhāṣā states: This precept was enacted on account of three meanings. First, bedding is property of the Saṅgha of the four directions, and is all donated by faithful dānapatis to make offerings; for the Saṅgha, the benefit of using it is vast, and in principle it should be valued and protected so that they may sustain their bodies, practice the Path, and attain peace and happiness. Second, since it is the property of donors, one should carefully cherish it and always maintain a mind of careful use, so as to increase their faith and reverence. Third, putting it away after use keeps the Saṅgha property from ruin, causing the merit of its use to redound to the donors, so that their good roots are fulfilled. It was for these three benefits that the Sage enacted the rule. Specific conditions are six: first, bedding of the Saṅgha of the four directions; second, knowing that it is Saṅgha property; third, in the open air; fourth, spreading it oneself or having someone spread it for one's own use; fifth, upon leaving, not putting it away oneself nor instructing someone to put it away; sixth, committing an offense upon stepping out the door. The Sarvāstivāda Vinaya says: Forty-nine paces outside the door; the Mahāsāṃghika Vinaya says twenty-five cubits before an offense is committed. Below, the Prātimokṣa text is properly clarified. This precept arose because the group of six monks spread Saṅgha sitting mats and left thoughtlessly without putting them away, so that they were soiled by wind and dust. The Buddha then enacted the precept.
