Sixty-four: Playing in water is an offense of pāyattika. The seventeenfold group entered the water wishing to play. King Prasenajit saw them and laughed, saying to Queen Mallikā: 'Look at those whom you revere.' The queen reported this to the Buddha, and the Buddha consequently instituted the precept. In playing in water there are eight difficulties: first, making oneself cheerful; second, making oneself merry; third, laughing; fourth, frolicking; fifth, splashing water; sixth, making others merry; eighth, making others laugh. For each one it is a pāyattika. Down to drawing with a finger on water that is on a bed or tray: for each one it is a duṣkṛta. If one wishes to learn to swim to cross over danger, or simply crosses over, there is no offense.
