Sixty-eight: Giving a robe to [one of] the fivefold assembly and then snatching it back is an offense of pāyattika. The sixfold group was arrogant and lazy, not making robes themselves. They gave robe [material] to [members of] the fivefold assembly without stating whether it was a gift. The others thought it had been given, so they laboriously made it into a finished robe; once it was finished, [the sixfold group] snatched it back, causing them anger and vexation. Because of this, the precept was instituted. If one gives a robe to [a member of] the fivefold assembly, and when that person does not return it, one snatches it back, it is a pāyattika, because it disturbs and obstructs others and causes quarrels. Previously, there was the rule of the fivefold vikalpanā; later, extra robes were not permitted to be given by vikalpanā, for once extra robes were given by vikalpanā, the other kept them and did not return them, whereupon quarrels arose. The Buddha said: 'One should not give it face to face, nor should one give it to two or three people, because of distraction and instability. One should reflect carefully and give it to a good person; whether face to face or not face to face, surrender it at will, just like the procedure for surrendering a robe fallen under offense; one may also make it pure.' If a monk who formally maintained [a robe] gave an extra robe to one among the sixfold group, and once he got it he did not return it, the Buddha said: 'One should snatch it back and instruct him to perform duṣkṛta repentance.' For this reason, one is permitted to make everyday robes pure at will: if given to someone or if formally maintained, one should not [take it back]; surrender it to someone as one would surrender an object fallen under offense.
