76. When monks hear confused disputes and quarrels, standing in silence to listen, thinking: 'Whatever the monks say, I shall remember and hold,' is an offense of pāyattika. After the saptadaśavargika group quarreled with the ṣaḍvargika group, the saptadaśavargika group spoke together in a secluded place, saying to one another: 'The ṣaḍvargika monks are fierce, vigorous, and ill-reputed; if we are of one mind, they will not be able to take advantage of us.' The ṣaḍvargika eavesdropped. Having listened, they raised their voices, changed their countenance, and rebuked the saptadaśavargika monks. Because of this, it was proscribed to listen silently to others' speech. If one hears, it is a pāyattika; if one does not hear, a duṣkṛta. Whether good or bad, one is completely forbidden to eavesdrop; all eavesdropping is a pāyattika, in order to prevent causes of dispute. If in harmony, or if one hears accidentally while walking, in all cases there is no offense.
