二十三作是言比丘為利養故教授比丘尼　六群比丘自知不復得教戒尼。瞋嫉心故便作是言。諸比丘為衣食時種種利養為尼說法。因是制不聽作如是言。隨其所說一一物中一一犯墮。

[Rule] Twenty-three: Speaking thus: "The monks instruct the nuns for the sake of material gain." The ṣaḍvargika monks, knowing that they themselves were no longer permitted to instruct and admonish the nuns, out of anger and jealousy spoke thus: "The monks expound the Dharma to the nuns for robes, food, and various material gains!" For this reason, it was prohibited to make such statements. According to whatever is spoken, for each and every item [claimed], one commits a pāyattika for each and every one.
