1.24

經。常作如是信至攝佛戒　釋曰。第二有一行頌信戒具足。由有此戒。所餘聲聞等一切戒品。悉皆具足。諸所有戒皆入此故。由此道理。一切有心皆應受佛戒。又普勸言。一切皆應受。如下經說。但解法師言者。盡受得戒。又一切皆有理佛性故。皆應攝受。

Sūtra: “Always cultivate such faith […] embraces the Buddha's precepts.” / Commentary: Second is one stanza on having faith in the completeness of the precepts. Because of having these precepts, all other classes of precepts, such as those of the śrāvakas, are fully complete, since all precepts enter into this. Because of this principle, all who possess a mind should receive the Buddha’s precepts. Furthermore, it universally exhorts them, saying that all should receive them. As the sūtra below states: whoever merely understands the words of the dharma master can receive and obtain the precepts completely. Furthermore, because all possess the principle of Buddha-nature, all should embrace and receive them.
