謂一切性及地時俱者。一切性者。謂善不善有覆無記無覆無記。一切地者。謂即九地。欲界四禪四空為九。一切時者。但有八識心起之時無時不有。一切俱者。謂與一切心及心所常相應起。

Regarding 'Meaning all natures, stages, times, and concomitants': 'All natures' means wholesome, unwholesome, obscured indeterminate, and unobscured indeterminate. 'All stages' refers to the nine stages: the kāma-dhātu, the four dhyānas, and the four formless [attainments] make nine. 'All times' means that whenever the minds of the eight consciousnesses arise, there is no time when they are absent. 'All concomitants' means that they constantly arise in association with all minds and caittas.
